I have been informed that the only way of doing this is to match the Irish county to it's local airport. That's about it really, without the use of proprietary databases of placenames. I wouldn't see much point in doing the thing with the airport codes. All mail is sorted centrally for the whole country. The vast majority of air freight comes in through one or maybe two airports. Let me know if I can help you more with this sort of problem.
